Mission

WLAP is a federally funded grant program that is designed to assist property owners with the cost of lead paint abatement in eligible properties. Both owner-occupied and investor-owned properties may qualify. Income and rental restrictions may apply.

Massachusetts Law requires the abatement of lead paint hazards wherever children under six-years old reside. 
 

Eligibility/Purpose

·         Program eligibility is based on the income of occupants.

·         Any rental units that participate must be maintained as affordable housing where families with young children receive rental priority for a period of five years.

·         Temporary relocation stipends are provided for both owner and tenant occupied units.

·         Projects are professionally managed from application through completion.

·         Each participating unit receives a Letter of Compliance upon completion of the work.

·         Participating units may be eligible for an additional $1,500 state tax credit.

Requirements

·         Properties must be brought into compliance with all housing and sanitary code requirements and must remain free from health and safety violations.

·         Each participating unit will be restricted for rent and occupant income for a period of five (5) years.

·         Preventative de-leading is encouraged, however funding priority is provided for units where a lead poisoned child resides or where a court order to correct lead-based paint hazards exists.

·         Property owners must be up-to-date on all City owed taxes as a requirement for participation. Payment plans may be available.
